Mary Goldstein, LCSW, CADC III

Mary Goldstein brings decades of clinical and leadership experience to her role as Executive Director of EOHW. A graduate of the University of Washington with a Master’s in Social Work, Mary is a Licensed Clinical Social Worker and a Certified Alcohol and Drug Counselor III. She has dedicated her career to supporting individuals and families affected by co-occurring mental health and substance use disorders. Known for her trauma-informed, person-centered approach, Mary is a passionate advocate for equitable access to care and building systems that truly meet people where they are.
JOEL RICE, MD
PSYCHIATRIST, BOARD CERTIFIED IN ADDICTION MEDICINE
Dr. Joel Rice is a board-certified psychiatrist with over 20 years of experience in diagnosing and treating a wide range of mental health conditions. He earned his medical degree from the University of North Carolina at Chapel Hill School of Medicine and currently practices in La Grande, Oregon, where he is also affiliated with Grande Ronde Hospital.
Dr. Rice brings deep expertise in the treatment of bipolar disorder, depression, anxiety disorders, and co-occurring substance use conditions. His approach combines evidence-based pharmacology with thoughtful, compassionate care tailored to each individual’s needs. He accepts a wide range of insurance plans, including Medicare, Medicaid, Aetna, Blue Cross, and United Healthcare.
Michelle Frizzell CADC II, CRM
Michelle brings 13 years of personal recovery experience and deep compassion to her work at Eastern Oregon Health & Wellness. A native of Seattle, Michelle made Eastern Oregon her home over 15 years ago and has been committed ever since to supporting individuals and families impacted by substance use. She has a special interest in substance use disorders during pregnancy and is a strong advocate for evidence-based care, including the use of medications for addiction treatment. Michelle is passionate about educating communities, reducing stigma, and meeting people where they are—because recovery should not be a one-size-fits-all approach.

Matt Christensen CADC I, CRM
Matt Christensen is a person in long-term recovery whose lived experience drives his commitment to helping others find their way. He is especially passionate about supporting individuals involved in the criminal justice system and treatment courts, where he brings empathy, structure, and evidence-based interventions to his work. Matt is highly skilled in Cognitive Behavioral Therapy (CBT) and Moral Reconation Therapy (MRT), which he utilizes to help individuals develop insight, change their thinking patterns, and achieve meaningful progress in recovery. He believes in giving people second chances and meeting them where they are, without judgment.
